We hope that this list can help you understand the evaluation order and the impact level with which we assess the cards. We want to clarify that this list is always under evaluation and does not bind us to any decisions. Look at this list as a roster of cards we want to test in the current meta to discover how they perform. The tier list is ordered from cards that we are sure will remain on the banlist to those that could potentially come off if tests demonstrate they are sustainable and balanced in the format.
